महाभारतः       mahābhārataḥ - book-12, chapter-120, verse-33

यद्धि गुप्तावशिष्टं स्यात्तद्धितं धर्मकामयोः ।
संचयानुविसर्गी स्याद्राजा शास्त्रविदात्मवान् ॥३३॥
33. yaddhi guptāvaśiṣṭaṁ syāttaddhitaṁ dharmakāmayoḥ ,
saṁcayānuvisargī syādrājā śāstravidātmavān.
33. yat hi guptāvaśiṣṭam syāt tat hitam dharmakāmayoḥ
sañcayānuvisargī syāt rājā śāstravit ātmavān

33. Whatever remains protected (or saved) is beneficial for the purposes of natural law (dharma) and righteous desire. A king, who is wise, self-controlled, and knowledgeable in scriptures, should be one who judiciously disburses his accumulated wealth.
