Therefore, O king (bhūmipa), this God of gods (devadeva), being of the nature of consciousness, eternally and spontaneously manifests within the self (ātman), perceivable through the mind (citta). For this very reason, the self (ātman) itself is proclaimed by the (supreme) self (ātman) to be Padmaja (Brahma), as its very own intrinsic nature (svarūpa). Thus, this entire (universe) is truly peaceful.
