मथुराधिपते राज्ञो यथा श्वपचसंभ्रमः ।
आसीदेवं हि चित्तस्य स्फुरतीयं जगत्स्थितिः ॥ १६ ॥

Just as the king, the lord of Mathura, experiences the illusion of being a dog-eater, so too does this state of the world (jagatsthiti) manifest in the mind (citta).
