सख्यं भवति मन्दात्मञ्श्रिया हीनैर्धनच्युतैः ॥३॥

3.
Indeed, O dull-witted one (mandātman), friendship (sakhya) never arises for powerful kings with men who are devoid of glory and deprived of wealth.
