योगवासिष्ठः       yogavāsiṣṭhaḥ - book-7, chapter-108, verse-23

राज्ञः सन्नह्य सामन्तानानीयन्तां च मन्त्रिणः ।
उद्धाट्यन्तां हेतिशाला दीयन्तां घोरहेतयः ॥ २३ ॥

23. Having equipped the king's feudatories, let the ministers also be summoned. Let the armory be opened, and let fearsome weapons be issued.
