तथैव धाता भूतानामिष्टानिष्टफलप्रदः ।
यदि न स्यान्न भूतानां कृपणो नाम कश्चन ॥३३॥

33. Similarly, the Ordainer (Dhātā) is indeed the dispenser of both desired and undesired results for all beings. If that were not the case, then no being would ever be miserable.
