महाभारतः mahābhārataḥ - book-4, chapter-4, verse-15

विदिते चास्य कुर्वीत कार्याणि सुलघून्यपि ।
एवं विचरतो राज्ञो न क्षतिर्जायते क्वचित् ॥१५॥

15. vidite cāsya kurvīta kāryāṇi sulaghūnyapi ,
evaṁ vicarato rājño na kṣatirjāyate kvacit.

15. And having obtained his (the king's) knowledge or permission, one should undertake even very small tasks. A king who conducts himself in this manner never suffers any harm.
