सहायान्सततं कुर्याद्राजा भूतिपुरस्कृतः ।
तैस्तुल्यश्च भवेद्भोगैश्छत्रमात्राज्ञयाधिकः ॥२५॥

25. A king, intent on prosperity, should constantly employ assistants. He should be equal to them in enjoyments and resources, being superior only by virtue of his royal authority.
