महाभारतः       mahābhārataḥ - book-12, chapter-57, verse-16

न विश्वसेच्च नृपतिर्न चात्यर्थं न विश्वसेत् ।
षाड्गुण्यगुणदोषांश्च नित्यं बुद्ध्यावलोकयेत् ॥१६॥
16. na viśvasecca nṛpatirna cātyarthaṁ na viśvaset ,
ṣāḍguṇyaguṇadoṣāṁśca nityaṁ buddhyāvalokayet.

16. A king should neither trust (others) completely nor mistrust them excessively. He should always discern with intelligence the merits and demerits of the six-fold (foreign) policy.
