महाभारतः       mahābhārataḥ - book-12, chapter-57, verse-17

द्विट्छिद्रदर्शी नृपतिर्नित्यमेव प्रशस्यते ।
त्रिवर्गविदितार्थश्च युक्तचारोपधिश्च यः ॥१७॥
17. dviṭchidradarśī nṛpatirnityameva praśasyate ,
trivargaviditārthaśca yuktacāropadhiśca yaḥ.

17. A king who constantly discerns the weaknesses of his enemies is always praised. So too is one who understands the true objectives of the three pursuits of life (dharma, artha, kama) and who employs effective intelligence agents.
