Having made external agents (bahis-cara upanyāsa) – those who have been dismissed, those who have been exiled, those who have been thwarted, and those whose resources have been diminished; as well as those who are very trustworthy, those who have undertaken enterprises, and those agents who have been put to the test (upanyāsa) by their assignments – into followers of the household (i.e., loyal to the administration).
