मार्कण्डेय-पुराणम्       mārkaṇḍeya-purāṇam - chapter-37, verse-2

दुष्टैषु दण्डं शिष्टेषु सम्यक् च परिपालनम् ।
कुर्वन् परां मुदं लेभे इयाज च महामखैः ॥२॥
2. duṣṭaiṣu daṇḍaṃ śiṣṭeṣu samyak ca paripālanam .
