देवर्षिमुनिभारूपं करोति नियतिं क्रमात् ।
विधींश्च प्रतिषेधांश्च देशकालक्रियादिकान् ॥ ४२ ॥

42. (tad brahma) deva-ṛṣi-muni-bhā-rūpam kramāt niyatim
karoti ca deśa-kāla-kriyā-ādikān vidhīn ca pratiṣedhān

42. It (Brahman), assuming the forms of gods, sages, and ascetics, sequentially establishes the cosmic order (dharma). It also creates the injunctions and prohibitions pertaining to specific places, times, actions, and so forth.
