28.
It (the house strength) is to be adjusted: any amount in excess of a house's value is to be subtracted from the zodiac, partitioned, and divided by three. It is considered strong when endowed with benefic quarter-aspects and when devoid of malefic quarters and malefic aspect-quarters.
