प्रभवार्थं हि भूतानां धर्मः सृष्टः स्वयंभुवा ।

16. Indeed, the natural law (dharma) was created by the Self-existent for the prosperity of all beings. Therefore, one should promote this natural law (dharma) for the sake of benefiting the people.
