महाभारतः       mahābhārataḥ - book-12, chapter-88, verse-24

प्रागेव तु करादानमनुभाष्य पुनः पुनः ।
संनिपत्य स्वविषये भयं राष्ट्रे प्रदर्शयेत् ॥२४॥
24. prāgeva tu karādānamanubhāṣya punaḥ punaḥ ,
saṁnipatya svaviṣaye bhayaṁ rāṣṭre pradarśayet.

24. But first, having repeatedly explained the matter of tax collection, one should then, after gathering in one's own territory, reveal the danger (bhayam) to the kingdom.
