महाभारतः       mahābhārataḥ - book-12, chapter-88, verse-22

पौरजानपदान्सर्वान्संश्रितोपाश्रितांस्तथा ।
यथाशक्त्यनुकम्पेत सर्वानभ्यन्तरानपि ॥२२॥
22. paurajānapadānsarvānsaṁśritopāśritāṁstathā ,
yathāśaktyanukampeta sarvānabhyantarānapi.

22. The king should show compassion, to the best of his ability, to all citizens and country dwellers, as well as to all dependents and those seeking refuge, and even to those within his inner circle.
