महाभारतः       mahābhārataḥ - book-12, chapter-88, verse-21

आपदर्थं हि निचयान्राजान इह चिन्वते ।
राष्ट्रं च कोशभूतं स्यात्कोशो वेश्मगतस्तथा ॥२१॥
21. āpadarthaṁ hi nicayānrājāna iha cinvate ,
rāṣṭraṁ ca kośabhūtaṁ syātkośo veśmagatastathā.
21. āpadartham hi nicayān rājānaḥ iha cinvate |
rāṣṭram ca kośabhūtam syāt kośaḥ veśmagataḥ tathā
21. rājānaḥ iha āpadartham hi nicayān cinvate
rāṣṭram ca kośabhūtam syāt tathā kośaḥ veśmagataḥ
21. Indeed, kings here accumulate resources for times of calamity. The kingdom itself should serve as a treasury, just as a treasury is kept within the palace.
