भीष्म उवाच ।
राष्ट्रगुप्तिं च ते सम्यग्राष्ट्रस्यैव च संग्रहम् ।
हन्त सर्वं प्रवक्ष्यामि तत्त्वमेकमनाः शृणु ॥२॥

2. bhīṣma uvāca ,
rāṣṭraguptiṁ ca te samyagrāṣṭrasyaiva ca saṁgraham ,
hanta sarvaṁ pravakṣyāmi tattvamekamanāḥ śṛṇu.

Bhishma said: Indeed, I will completely explain to you everything regarding the protection of the kingdom and its administration. So, listen with an undivided mind to the essence (tattva).
