युधिष्ठिर उवाच ।
राष्ट्रगुप्तिं च मे राजन्राष्ट्रस्यैव च संग्रहम् ।
सम्यग्जिज्ञासमानाय प्रब्रूहि भरतर्षभ ॥१॥

1. Yudhiṣṭhira said: O King, O best of Bharatas, please explain to me, who earnestly wishes to understand, both the protection of the kingdom and its proper administration.
