तथाऽत्मकारके क्रूरे नाऽन्ये स्वशुभदायकः ॥११॥

[...] all ministers and other [officials] are indeed not able to perform their duties for human beings. Similarly, when the self-significator (ātmakāraka) is malefic, other [planets] do not bestow their own auspicious results.
