बृहत्-पाराशर-होरा-शास्त्रम्       bṛhat-pārāśara-horā-śāstram - chapter-29, verse-30

आरूढाद् वित्तभे सौम्ये सर्वदेशाधिपो भवेत् ।
सर्वज्ञो यदि वा स स्यात् कविर्वादी च भार्गवे ॥३०॥
30. ārūḍhād vittabhe saumye sarvadeśādhipo bhavet .
sarvajño yadi vā sa syāt kavirvādī ca bhārgave.

30. If a benefic planet is in the house of wealth (the 2nd house) from the Arudha Lagna (ārūḍha), the person becomes the ruler of all regions. If it is Venus, he becomes omniscient and a poet-debater.
