मन्त्रिण ऊचुः ।
देव निर्णीतमस्माभिर्यावन्न विषयोऽरयः ।
त्रयाणामप्युपायानां दण्डस्तेषु विधीयताम् ॥ २ ॥

2. The ministers said: "O King, we have decided that since these enemies are not amenable to other means, among the three traditional approaches (conciliation, gift, and division), force (daṇḍa) should be applied against them."
