नयश्च विनयश्चोभौ निग्रहानुग्रहावपि ।
राजवृत्तिरसंकीर्णा न नृपाः कामवृत्तयः ॥२८॥
28. nayaśca vinayaścobhau nigrahānugrahāvapi ,
rājavṛttirasaṃkīrṇā na nṛpāḥ kāmavṛttayaḥ.
