महाभारतः       mahābhārataḥ - book-5, chapter-38, verse-24

नाममात्रेण तुष्येत छत्रेण च महीपतिः ।
भृत्येभ्यो विसृजेदर्थान्नैकः सर्वहरो भवेत् ॥२४॥
24. nāmamātreṇa tuṣyeta chatreṇa ca mahīpatiḥ ,
bhṛtyebhyo visṛjedarthānnaikaḥ sarvaharo bhavet.

24. A king should be content with merely the title and the royal umbrella (as symbols of power). He should distribute wealth to his servants, and no one person should become a plunderer of everything.
