महाभारतः       mahābhārataḥ - book-12, chapter-94, verse-35

के मानुरक्ता राजानः के भयात्समुपाश्रिताः ।
मध्यस्थदोषाः के चैषामिति नित्यं विचिन्तयेत् ॥३५॥
35. ke mānuraktā rājānaḥ ke bhayātsamupāśritāḥ ,
madhyasthadoṣāḥ ke caiṣāmiti nityaṁ vicintayet.

35. A ruler should always consider: Who are the kings loyal to him? Who have taken refuge out of fear? And who among them are flawed due to their indecisiveness or neutrality?
