महाभारतः mahābhārataḥ - book-12, chapter-94, verse-15

एवमेव गुणैर्युक्तो यो न रज्यति भूमिपम् ।
भर्तुरर्थेष्वसूयन्तं न तं युञ्जीत कर्मणि ॥१५॥

15. Similarly, one who, though endowed with virtues, is not devoted to the king, and is hostile regarding the master's affairs, such a person should not be employed in any task.
