महाभारतः mahābhārataḥ - book-12, chapter-78, verse-34

य एवं वर्तते राजा पौरजानपदेष्विह ।
अनुभूयेह भद्राणि प्राप्नोतीन्द्रसलोकताम् ॥३४॥

34. A king who conducts himself in this manner among the citizens and rural inhabitants, after experiencing auspiciousness and prosperity in this world, attains the same realm as Indra.
