महाभारतः       mahābhārataḥ - book-12, chapter-278, verse-11

निवेदयामास तदा शिवायामिततेजसे ।
देवश्रेष्ठाय रुद्राय सौम्याय बहुरूपिणे ॥११॥
11. nivedayāmāsa tadā śivāyāmitatejase ,
devaśreṣṭhāya rudrāya saumyāya bahurūpiṇe.

devaśreṣṭhāya rudrāya saumyāya bahurūpiṇe
11. tadā saḥ (implied) amitatejase devaśreṣṭhāya

11. Then he reported to Śiva (Śiva), the one of immeasurable splendor, to Rudra, the best of gods, who is benevolent and has many forms.
