महाभारतः       mahābhārataḥ - book-12, chapter-262, verse-40

वेदांश्च वेदितव्यं च विदित्वा च यथास्थिति ।
एवं वेदविदित्याहुरतोऽन्यो वातरेटकः ॥४०॥
40. vedāṁśca veditavyaṁ ca viditvā ca yathāsthiti ,
evaṁ vedavidityāhurato'nyo vātareṭakaḥ.

evam vedavit iti āhuḥ ataḥ anyaḥ vātareṭakaḥ

40. Having known both the Vedas and that which is to be known, precisely as they are, such a person is called a 'knower of the Vedas'. Anyone else is merely a babbler.
