महाभारतः       mahābhārataḥ - book-12, chapter-103, verse-27

अन्तराणां च भेदार्थं चारानभ्यवचारयेत् ।
यश्च तस्मात्परो राजा तेन संधिः प्रशस्यते ॥२७॥
27. antarāṇāṁ ca bhedārthaṁ cārānabhyavacārayet ,
yaśca tasmātparo rājā tena saṁdhiḥ praśasyate.

yaḥ ca tasmāt paraḥ rājā tena sandhiḥ praśasyate

27. And for the purpose of creating division among the internal elements, one should employ spies. Furthermore, a treaty (sandhi) with a king who is superior to the current adversary is praised.
