न तस्य लोकाः सन्तीति धर्मविद्भिः प्रतिष्ठितम् ॥१३॥

But any person who does not understand these (debts) in due course, for him there are no (favorable) worlds to be attained. This is affirmed by those who know the (dharma) natural law.
