If (cet) he (sa) should fully observe (samanupaśyeta) (the situation) in its entirety, there would be complete (samagraṃ) welfare (kuśalaṃ bhavet). For (hi) a powerful one (balavān), if enraged (prakupitaḥ), might (kuryāt) even (api) cause total destruction (niḥśeṣatām).
