महाभारतः       mahābhārataḥ - book-12, chapter-67, verse-13

प्रीयते हि हरन्पापः परवित्तमराजके ।
यदास्य उद्धरन्त्यन्ये तदा राजानमिच्छति ॥१३॥
13. prīyate hi haranpāpaḥ paravittamarājake ,
yadāsya uddharantyanye tadā rājānamicchati.

yadā asya uddharanti anye tadā rājānam icchati
13. hi pāpaḥ arājake paravittam haran prīyate yadā
anye asya uddharanti tadā (saḥ) rājānam icchati
13. Indeed, a wicked person rejoices while stealing the wealth of others in a state of anarchy. But when others seize his own possessions, then he desires a king.
