महाभारतः mahābhārataḥ - book-13, chapter-76, verse-29

ततो देवैर्महादेवस्तदा पशुपतिः कृतः ।
ईश्वरः स गवां मध्ये वृषाङ्क इति चोच्यते ॥२९॥

29. tato devairmahādevastadā paśupatiḥ kṛtaḥ ,
īśvaraḥ sa gavāṁ madhye vṛṣāṅka iti cocyate.

29. Then, by the gods, Mahādeva was appointed Paśupati (Lord of Animals). He is also known as Īśvara, the lord among cows, and is called Vṛṣāṅka (the one with the bull emblem).
