महाभारतः       mahābhārataḥ - book-12, chapter-26, verse-35

सम्यग्वेदान्प्राप्य शास्त्राण्यधीत्य सम्यग्राष्ट्रं पालयित्वा च राजा ।
चातुर्वर्ण्यं स्थापयित्वा स्वधर्मे पूतात्मा वै मोदते देवलोके ॥३५॥

Having thoroughly mastered the Vedas and studied the scriptures (śāstra), and having properly governed the kingdom (rāṣṭra), a king (rājā) who has established the four social classes (cāturvarṇya) in their respective natural laws (dharma) is indeed a pure-souled (pūtātmā) individual and rejoices in the world of the gods (devaloka).
