महाभारतः       mahābhārataḥ - book-12, chapter-140, verse-30

विहीनजमकर्माणं यः प्रगृह्णाति भूमिपः ।
उभयस्याविशेषज्ञस्तद्वै क्षत्रं नपुंसकम् ॥३०॥
30. vihīnajamakarmāṇaṁ yaḥ pragṛhṇāti bhūmipaḥ ,
ubhayasyāviśeṣajñastadvai kṣatraṁ napuṁsakam.

30. That ruler who accepts a person of low birth and no accomplishments, and is ignorant of the proper distinctions between the two (types of people or duties), his rule (kṣatra) is certainly impotent.
