The very essence (vapuḥ) of will (saṅkalpa) is Brahman, which is the form of the consciousness that wills. That (Brahman) indeed is the true nature (rūpam) of the world. Therefore, the world is essentially (ātman) Brahman (brahma-ātmakam).
