मनसा चिन्तयानोऽर्थान्बुद्ध्या चैव व्यवस्यति ।

23. Reflecting upon objects with the mind (manas), one indeed decides with the intellect (buddhi). For the intellect (buddhi) is characterized by resolute determination; there is no doubt in this matter.
