महाभारतः       mahābhārataḥ - book-12, chapter-76, verse-14

न हि कामात्मना राज्ञा सततं शठबुद्धिना ।
नृशंसेनातिलुब्धेन शक्याः पालयितुं प्रजाः ॥१४॥
14. na hi kāmātmanā rājñā satataṁ śaṭhabuddhinā ,
nṛśaṁsenātilubdhena śakyāḥ pālayituṁ prajāḥ.
