महाभारतः mahābhārataḥ - book-12, chapter-72, verse-27

तस्मादेवं परं धर्मं मन्यन्ते धर्मकोविदाः ।
यद्राजा रक्षणे युक्तो भूतेषु कुरुते दयाम् ॥२७॥

27. tasmādevaṁ paraṁ dharmaṁ manyante dharmakovidāḥ ,
yadrājā rakṣaṇe yukto bhūteṣu kurute dayām.

27. Therefore, those who are wise in natural law (dharma) consider this to be the supreme natural law (dharma): that a king, when engaged in protection, shows compassion towards all beings.
