महाभारतः       mahābhārataḥ - book-12, chapter-72, verse-18

अथ राष्ट्रमुपायेन भुज्यमानं सुरक्षितम् ।
जनयत्यतुलां नित्यं कोशवृद्धिं युधिष्ठिर ॥१८॥
18. atha rāṣṭramupāyena bhujyamānaṁ surakṣitam ,
janayatyatulāṁ nityaṁ kośavṛddhiṁ yudhiṣṭhira.

18. O Yudhiṣṭhira, a kingdom that is well-protected and governed with appropriate measures (upāya) constantly generates an incomparable increase in its treasury.
