18. rajo brahmā tamo rudro viṣṇuḥ sattvaṃ jagatpatiḥ .

Brahmā is `rajas` (the quality of activity), Rudra is `tamas` (the quality of darkness), and Viṣṇu, the Lord of the world, is `sattva` (the quality of goodness). These are indeed the three deities, and these are indeed the three qualities (guṇas).
