मार्कण्डेय-पुराणम्       mārkaṇḍeya-purāṇam - chapter-46, verse-14

ब्रह्मत्वे स प्रजाः सृष्ट्वा ततः सत्त्वातिरेकवान् ।
विष्णुत्वमेत्य धर्मेण कुरुते परिपालनम् ॥१४॥
