मारुतः सर्वभूतेषु निगूढश्चरते यथा ।
एवं नृपश्चरेच्चारैः पौरामात्यादिबन्धुषु ॥२६॥

Just as the wind moves imperceptibly among all beings, so too should a king operate through spies among his citizens, ministers, relatives, and other associates.
