मार्कण्डेय-पुराणम्       mārkaṇḍeya-purāṇam - chapter-27, verse-18

कीटकस्य क्रियां कुर्यात् विपक्षे मनुजेश्वरः ।
चेष्टां पिपीलिकानाञ्च काले भूपः प्रदर्शयेत् ॥१८॥
18. kīṭakasya kriyāṃ kuryāt vipakṣe manujeśvaraḥ .
ceṣṭāṃ pipīlikānāñca kāle bhūpaḥ pradarśayet.

18. Against an enemy, a king should display the action of an insect. And a king should exhibit the diligence of ants at the opportune moment.
