यथेन्द्रश्चतुरो मासान् तोयोत्सर्गेण भूगतम् ।
आप्याययेत्तथा लोकं परिहारैर्महीपतिः ॥२२॥

Just as Indra nourishes the earth with a release of water (rain) for four months, similarly, the king should nourish his people with remissions (of taxes).
