पूर्णेन्दुमालोक्य यथा प्रीतिमान् जायते नरः ।
एवं यत्र प्रजाः सर्वा निर्वत्तास्तच्छशिव्रतम् ॥२५॥

25. pūrṇendumālokya yathā prītimān jāyate naraḥ .
evaṃ yatra prajāḥ sarvā nirvattāstacchaśivratam.

Just as a person becomes delighted upon seeing the full moon, so too, a ruler who ensures all his subjects are contented and prosperous follows the "moon-vow" (śaśivratam).
