विपद्यन्ते समारम्भाः सिध्यन्त्यपि च दैवतः ।

21. Undertakings may fail or succeed (even) due to destiny (daivataḥ). But when human effort (puruṣakāra) has been exerted, sin (enas) does not taint the ruler (pārthiva).
