तरसा बुद्धिपूर्वं वा निग्राह्या एव शत्रवः ।

15. Enemies must indeed be subdued, either by force or by deliberate action. One should not associate with wicked people, nor should one treat the state (rāṣṭram) as a mere commodity to be sold.
